Peter M. Mellette, Esq., is the firm's founding partner and expert in health care regulation for over 20
years. Mr. Mellette has won or settled claims involving millions of dollars in Medicaid reimbursement in both federal and
state courts, as well as administrative tribunals. He has also represented over 150 successful
Certificate of Public Need applicants for various hospitals, nursing facilities and ancillary facilities. Mr. Mellette has
resolved licensure and certification issues for hospitals, nursing homes, physicians, and
other licensed practitioners and facilities and continues to be a leading expert in advising healthcare providers on regulatory issues in operations, transactions, state registrations and construction financing. Mr. Mellette is a frequent speaker on third-party
reimbursement, licensure, and other legal issues affecting nursing homes, hospitals, and other health care providers and is
a regular contributor of articles on legal issues relating to reimbursement, peer review, and long-term care. Mr. Mellette participates in a variety
of bar and community activities, including serving on the local hospice board and as a past president of the Richmond Torch
Club. When alive, his father was a Senior Vice President with the National Conference of Christians &
Jews and was also a former clergyman and Richmond Torch Club president. His mother was a medical oncologist
and poet. Mr. Mellette was graduated from Dartmouth College with an A.B. in Policy Studies (health care focus) and from the
T.C. Williams School of Law at the University of Richmond with his J.D. He lives in Williamsburg with his

Robert Harrison Gibbs,
Jr., Esq., is an Associate with Mellette, PC. Since 2005, he has counseled heath care clients on a variety of legal
issues, including state and federal regulatory compliance, third-party payment, Certificate of Public Need (COPN) applications,
medical staff, facility licensing, facility operations, and professional board disciplinary actions. Prior to joining Mellette, PC, Mr. Gibbs clerked for the Honorable Walter S. Felton of the Court of Appeal of Virginia. An active member in the Williamsburg community, Mr. Gibbs sits on the Board of Williamsburg
Aids Network. He has volunteered with the Young Lawyers Division of the Virginia State Bar and regularly participates
in the Williamsburg Bar's Legal Outreach Clinics. Although raised in Muskogee,
Oklahoma, Mr. Gibbs has long family ties to Virginia. Mr. Gibbs attended Washington University in St. Louis, Missouri,
where he graduated with a B.A. in both History and Political Science. In 2003, he received his law degree from the Marshall-Wythe
School of Law at the College of William & Mary in Williamsburg, Virginia, where he was a Benjamin Rush Bioethics Scholar.
